NOTICE OF ANNUAL MEETING, BUDGET VOTE AND ELECTION

AFTON CENTRAL SCHOOL DISTRICT

NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Afton Central School District, Afton, New York will be held in the board of education room in said District on Thursday, May 9, 2019 at 7:00 p.m. prevailing time, for the presentation of the budget.  The budget will be available for review beginning on May 2, 2019 at the District Office.

NOTICE IS HEREBY GIVEN that the annual meeting of the qualified voters of the Afton Central School District, Afton, New York will be held in the lobby at the main entrance of the school in said District on Tuesday, May 21, 2019 between the hours of 11:00 a.m. and 9:00 p.m., prevailing time, at which time the polls will be opened to vote by ballot upon the following items:

1.         To adopt the annual budget of the School District for the fiscal year 2019-2020 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District.

2.         To elect board members to fill one (1) vacancy on the Board of Education when the term of one (1) member will expire on June 30, 2019 and be filled for a five (5) year term from July 1, 2019- June 30, 2024.  The candidate receiving the highest vote total at the Annual Election shall fill the five (5) year term of office.

3.         Capital Project Proposition - Shall the
Board of Education of the Afton Central School District, Chenango and Broome Counties, New York, be authorized to pay the cost of the construction of improvements to and reconstruction of main School District building and construction of a new bus garage as part of 19 Court Street Village of Afton Highway garage site to be acquired from the Village of Afton (by a swap of the current District bus garage at 25 Sand Street for same),” including site and athletic field improvements, as well as original furnishings, machinery, equipment, apparatus, appurtenances and other incidental improvements and expenses in connection therewith, at a maximum estimated cost of $18,825,000, and that $1,800,000 unappropriated fund balance and $1,200,000 Capital Reserve Fund monies (from the Facility Improvement Reserve Fund into which $500,000 of Capital Reserve Fund for Additions and Improvements monies are hereby authorized to be transferred) shall be used to pay a portion thereof, and that the remaining $15,825,000 of said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued.

The School District has determined the capital project is an “Unlisted Action” pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act (“SEQRA”), the implementation of which as proposed, the School District has determined, will not result in any significant adverse environmental impacts.  SEQRA compliance materials are on file in the office of the School District Clerk where they may be inspected during regular office hours.


4.         Shall the Board of Education of the Afton Central School District, Chenango and Broome Counties, New York, be authorized to expend a sum not to exceed $298,000.00 for the purchase of two (2) 60 passenger buses and one (1) 22+OWC passenger bus, all for the purpose of transporting students; and to issue installment obligations of the district for the payment therefore in accordance with the Education Law and Local Finance Law, and to levy the necessary tax therefore.

Vehicle specifications will be available for public inspection during the fourteen days immediately preceding the annual meeting except Saturday, Sunday, or holiday, at the District Office during the hours of 7:30 a.m. to 3:30 p.m. prevailing time.

AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2019-2020, exclusive of public monies, may be obtained by any resident of the District during business hours beginning Thursday, May 2, 2019 at the District Office of the school.

AND FURTHER NOTICE IS HEREBY GIVEN that any proposition required to be included for vote shall be submitted in writing by means of a petition signed by at least 25 qualified voters, stating the residence of each signer, which proposition shall be filed with the Board of Education not later than 30 days before the date of the election as set forth in this notice unless a greater number of days is required by statute.  Any proposition shall be rejected by the Board of Education if the purpose of the proposition is not within the powers of the voters or where the expenditure of monies is required for the proposition, and such proposition fails to include the necessary specific appropriation.

AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the Clerk of said School District in the District Office, not later than Monday, April 22, 2019,  between 7:30 a.m. and 3:30 p.m.  Each petition shall be directed to the Clerk of the District and shall be signed by at least (25) qualified voters of the District, and must state the name and residence of the candidate.

Nominating petition forms are available at the District Office during normal business hours.

AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballots will be obtainable between the hours of 7:30 a.m. and 3:30 p.m. Monday through Friday, except holidays, at the District Office.  Completed applications must be received by the District at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter.  Absentee ballots must be received by the District Clerk not later than 3:30 p.m., prevailing time, on Tuesday, May 21, 2019.

A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters of the District in the District Office between the hours of 7:30 a.m. and 3:30 p.m. on weekdays prior to the day set for the annual election and on May 21, 2019, the day set for the election. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefore known to the Inspector of Election before the close of the polls.


AND FURTHER NOTICE IS HEREBY GIVEN, that the qualified voters of the School District shall be entitled to vote at said annual vote and election.  A qualified voter is one who is 1) a citizen of the United States, 2) 18 years of age or older, and 3) resident within the School District for a period of 30 days next preceding the annual vote and election.  The school district may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law 2018-c.  Such form may include a car registration or New York State Income Tax Form.  Upon offer of proof of residency, the school district may also require all persons offering to vote to provide their signature, printed name and address.
